Raising Awareness, Saving Lives: Domestic Abuse Disclosure Training in Fife

In 2024/25, the Fife Violence Against Women Partnership (FVAWP) worked closely with Police Scotland to raise awareness of the Disclosure Scheme for Domestic Abuse in Scotland (DSDAS), a vital tool that can help prevent harm and support people at risk.

DSDAS gives individuals the right to ask about a partner’s history of abusive behaviour. It also allows Police Scotland to proactively share information if they believe someone may be at risk. Despite its importance, many frontline staff were unsure how the scheme worked or whether they could use it in their roles.

After identifying a gap in awareness, FVAWP and Police Scotland developed and delivered two pilot training sessions for Fife Council’s Housing and Safer Communities teams. A total of 64 staff attended in June 2024. The sessions explained the process, reassured staff about confidentiality, and highlighted how DSDAS can be used as a protective measure.

The training was then shared more widely at the FVAWP Practitioners’ Network in June 2024, attended by 19 multi-agency professionals. The presentation and materials were circulated to a wider network of practitioners across Fife.

Feedback from the training was overwhelmingly positive:

  • 100% of attendees said the session improved their understanding, highlighted good practice, and increased their confidence.
  • Participants said they now felt better equipped to support people at risk and were more aware of how to use the scheme in their roles.
  • Police Scotland reported an increase in DSDAS applications from a wider range of services following the sessions.

This work supports the Plan for Fife by:

  • Acting ‘one step sooner’ – through early intervention and prevention
  • Tackling poverty and crisis – by supporting people in unsafe relationships
  • Improving public service collaboration – through joint training and shared goals

DSDAS training is now part of FVAWP’s bi-annual multi-agency training programme, offered free of charge. The scheme is also highlighted in other training sessions to keep it on practitioners’ radar. FVAWP and Police Scotland continue to promote DSDAS at public events and monitor its use to ensure more people can access this life-saving support.
